Clark County EOP Basic Plan 1. Introduction the Governor must declare a State of Emergency and ensure that all appropriate state and local actions have been taken. In the event that the capabilities of the State are not sufficient to meet the requirements as determined by the Governor, federal assistance may be requested. NDEM coordinates all requests for federal assistance through the SEOC. The Federal Emergency Management Agency (FEMA) coordinates the Governor’s Presidential request for assistance in accordance with the National Response Framework (NRF). 1.7.5 Available Resources a. Without a local declaration: 1. Within the regular duties, budget and authority of State and federal agencies 2. County may incur expenses for some or all resources 3. Requests are made through: Existing agreements with agencies NDEM b. With a local declaration: 1. To augment local efforts in providing for life safety activities 2. Expenses are generally the responsibility of the County 3. Limited State resources are available at little to no cost, provided they are coordinated within normal State agency budget requirements 4. Requests are coordinated through NDEM c. With a State declaration: 1. All available State resources may be used for response and recovery efforts 2. Resources are ordinarily provided from within the budget of a State agency coordinating the resources 3. The Governor’s Emergency Contingency Fund may be used to augment budget and resource deficiencies 4. Monetary resources are available through NRS 353.2705.2771 to provide for shortfalls in resource funding and recovery needs for public property d. With a Presidential declaration: 1. All federal resources through the activation of the NRF 1.7.6 Damage Assessment The documentation of disaster-related damages is necessary to ensure receipt of public assistance.
