The County’s response priorities are defined below: 1. Lifesaving: Efforts to save lives and operations that minimize risks to public health and safety. 2. Property: Efforts to reduce impacts to critical infrastructure and minimize property damage. 3. Environment: Efforts to mitigate long-term impacts to the environment. 3.2.1.2 Recovery Recovery operations are the actions taken to restore vital services, help citizens resume self- sufficiency, and help communities return to pre-event or “new normal” conditions. Short-term recovery involves the restoration of critical services such as communications, water supply, sewage service, emergency medical capabilities, and electricity, as well as garbage and debris removal. The County’s short-term recovery priorities are defined below: 1. Initial Damage Assessment (DA): Determine structural impacts to the County. 2.
